Dogpatch is an under-the-radar neighborhood easily accessible by the T-line that runs from the Embarcadero down Third St. While there is not a lot happening chocolate-wise, a French trained confectioner and chocolatier recently moved to the neighborhood, plus you can arrange kitchen pickup here from a chocolate maker.
